Whilst EE is providing the Mobile Services and Motorola Solutions the User Services, the UK Home Office has engaged KBR as its Delivery Partner for the ESMCP. Mason Advisory – a UK-based IT Advisory firm – is a core element of the KBR Delivery Partner team with skills focusing on design and technical assurance.
Starting with an overview of the Emergency Services Mobile Communications Programme and the role of the Delivery Partner, this paper will more importantly offer insights into the underlying technical architecture of the Emergency Services Network (ESN) and the design and assurance principles for this critical communications initiative.
Technical architecture will lift the lid on the Radio Access Network (coverage, capacity); ESN core; the split between mobile and user services; public safety communications; service management; and control rooms.
Design and Assurance Principles will explain the approach to resilience, KPIs and delivering mission-critical services; as well as describing the assurance stages leading up to operational trials and pilots.
And, finally, the paper will touch on the approach to the transition of users from the current TETRA-based Airwave service onto the ESN.
