President/ Coordinator of Broadway Public Safety Communication Europe (PSCE) Forum
David Lund is currently President of PSCE and a voluntary Member of the Board of PSCE since 2013. After being the coordinator of project BroadMap, he is now the coordinator of the Pre-Commercial Procurement (PCP) project BroadWay which carries our joint procurement for the benefit of 11 European government Ministries/agencies in 11 Member states.
He represents PSCE as Market Representation Partner (MRP) of mobile standards body 3GPP and as member of ETSI. He is vice-chair of CEN Workshop agreement to define requirements of Semantic and Syntactic Interoperability. David has led numerous large projects including coordination and participation in >20 European Commission projects since 1999. David’s experience in Public Safety Communications dates back to the 1990s when he assisted ETSI TC TETRA WG4 to investigate practical aspects and set key parameters within the TETRA Release II standards relating to quality of service (QoS). In recent years his research has led to interest in the wider deployment aspects of mobile networks with a key focus towards solving problems across the layers of interoperability and associated requirements for security; including the major problem of moving beyond technological interoperability, through solving problems of informational interoperability, through to aligned operations, strategy and changing EU legislation.
