Noel Higgins is a radiocommunications consultant for his company Analyse Solve & Test Pty Ltd and has a screened radiocommunications test laboratory to support his activities. He retired from the ACMA in 2006 after a career spanning over 37 years in licensing, standards and testing. Managing the ACMA’s NATA accredited laboratory in Melbourne he observed technology developments, established close ties with industry and was honoured to receive the Jonathon Livingstone award in 1999. In 2009 he developed the final 400 MHz band re-plan submission from ARCIA, proposing major changes which achieved acceptance by the ACMA. He has contributed on the Standards Australia radio committees for over 25 years, for which he received an award in 2006 and continues that work representing WIA on RC006 and RC004 and by chairing RC006 on behalf of ARCIA. He is a life member of ARCIA and is active in amateur radio as VK3NH. He contributes in a voluntary capacity to spectrum and technical matters for both organisations with the end goal of spreading knowledge on the art of wireless communications and hopefully promoting training of a new workforce to support it and address the increasing age profile in both industry and amateur ranks.
